The Bureau of the Public Debt plans to procure Entrust software products on a sole-source basis from Entrust Inc., pending final approval. The acquisition includes two units of Entrust Authority Security Manager Proxy 6.0 WIN, 1,000 units of Entrust Security Provider ID Add on for Full ID (up to five applications), and Platinum Level Support and Maintenance. This procurement supports the Bureau’s existing Certificate Authority (CA), which utilizes Entrust’s proprietary cryptographic software and hardware for key management. Because the software is proprietary and integral to their system, no solicitation document is publicly available. While the procurement is expected to be sole-source, the Bureau invites affirmative responses demonstrating the ability to supply equivalent products at terms more favorable to the government. Responses must be submitted by 2:00 p.m. EST on August 20, 2003, and must include documentation proving capability and cost advantages. Requests for solicitation documents or information alone do not count as affirmative responses. If no suitable alternative responses are received, the award will be made directly to Entrust Inc. Interested parties are encouraged to register on FedBizOpps to monitor updates, though official notifications are not guaranteed through this service. Hard copies of the solicitation can be requested by fax or email if internet access is unavailable.
