AETC CONS intends to issue a sole source delivery order under the GSA Schedule dated July 18, 2003, for the acquisition of a Meridian Learning Management System (LMS) commercial software license. This purchase is aimed at expanding the existing Advanced Distributive Learning (ADL) services provided by AETC, which currently utilize Meridian’s LMS platform to host courseware and manage the student database. The decision to pursue a sole source contract is justified under FAR 6.302-1, indicating that only one responsible source, Meridian, can meet AETC’s requirements without causing substantial duplication of costs that would not be recoverable through competitive bidding. This contract, titled "70 -- Meridian Learning Management System Software and support," seeks to maintain continuity and integration within AETC's learning infrastructure by leveraging the existing Meridian LMS technology. The lack of alternative sources that can satisfy the specific requirements justifies bypassing a competitive process, ensuring efficient acquisition aligned with current system architecture and long-term support needs. The solicitation is referenced as F8HQDO31910100 and was posted on July 16, 2003.
