The Space and Naval Warfare Systems Command (SPAWAR) plans to award a sole-source purchase order to Computer Products, Inc. (CPI) for a subscription to a proprietary web-based workflow application system, identified by Part Number CP 2011-100-ASC. This system enables SPAWAR to validate outstanding obligations and identify excess funding related to Defense Contract Management Command contracts it funds. Developed and maintained exclusively by CPI, the application is hosted on CPI’s servers and accessed through a Windows-based web browser, making it a unique, vendor-specific solution. The initial contract period covers one year from September 1, 2003, to August 31, 2004, with two additional one-year option periods extending through August 31, 2006. This procurement is designated as sole source due to the proprietary nature of the product, and no competitive solicitation will occur. The Navy’s Naval Information Warfare Systems office located in San Diego, California, manages the contract. This arrangement ensures continuous access to the specialized workflow system critical for financial oversight of SPAWAR-funded DCMC contracts, reflecting both the need for specialized software and the exclusivity of CPI as the product provider.
