The contract pertains to the performance decision resulting from a streamlined competition study conducted under OMB Circular A-76 for the Health Resources and Services Administration’s Information Technology function. Initiated with a public notification on June 25, 2003, the study aimed to evaluate whether the IT functions should remain in-house or be outsourced. On August 7, 2003, the streamlined competition form was officially certified, marking the completion of the study. The Contracting Officer subsequently determined that the operation and functions of HRSA's IT function would continue to be performed by the incumbent government personnel, comprising 39 full-time equivalents (FTEs), rather than contracting out. Following this decision, the Contracting Officer is set to execute a letter of obligation with the Program Manager responsible for the performing activity to formalize this outcome. According to the revised OMB Circular A-76, dated May 29, 2003, the decision rendered by this study is final and cannot be contested by any party. This contract serves as the formal documentation of the result of the study, reinforcing the commitment to maintain the IT services within the government workforce.
