The U.S. Department of State plans to award a sole source one-year task order to Sytel, Inc. for automatic data processing (ADP) support services to manage the Bureau of Diplomatic Security’s two ADP Centers, including one classified and one unclassified center, as well as satellite centers and occasional overseas locations. This contract requires personnel with Top Secret/SCI clearances to ensure the secure operation of these facilities. The task order supports a significant transition effort involving the relocation of approximately 1,200 employees and migration of ADP operations into a centralized Northern Virginia location. Sytel is currently responsible for maintaining continuous, around-the-clock operation of both data centers during this complex move to prevent any disruption that could adversely impact the Department’s mission domestically and abroad. This task order will be awarded under the General Services Administration (GSA) schedule in accordance with applicable federal regulations for sole source procurements, given the sensitive nature of the services, the clearance requirements, and the critical need to maintain uninterrupted support. The period of performance begins on September 29, 2003, with a one-year duration, and the Department anticipates competitively soliciting this requirement roughly eight months later to cover a base year and four option years. Interested parties may express interest and demonstrate capability by September 6, 2003, though this synopsis does not constitute a competitive solicitation.
