The U.S. Army Space and Missile Defense Command plans to award a sole-source contract to Research Systems Incorporated, operating as ITT Visual Information Systems, located in Boulder, Colorado, for a one-year renewal of ENVI Software Maintenance Support. This contract covers the period from September 1, 2010, to August 31, 2011, specifically for the SMDC/ARSTRAT G2 MASINT AGI Branch at Peterson Air Force Base, Colorado. The acquisition is conducted under the authority of 10 USC 2304(c) and FAR guidelines for sole-source procurement, as ITT Visual Information Systems is the sole manufacturer and provider capable of delivering the required ENVI software maintenance and technical support. A formal justification for non-competitive acquisition has been prepared given that no other sources can meet the government’s needs. The government has issued a notice of intent for this contract but is not soliciting competitive proposals; instead, it invites interested parties to submit a capability statement by July 6, 2010, 1100 MST, demonstrating relevant experience and qualifications. These responses will help the government determine if a competitive acquisition is feasible, although the final decision to proceed without competition remains at its discretion. The contracting office is based at Peterson Air Force Base, Colorado, with Marie Tornai serving as the point of contact for information and submission of responses. This contract falls under NAICS code 423430 and supports the Department of Defense’s ongoing operational needs for software maintenance and technical support critical to missile defense and space operations.
