The Department of Veterans Affairs, VISN 8, San Juan Medical Center, is proceeding with a sole source procurement for the acquisition and installation of VBrick IPTV equipment in the OPA 2 Building at the VA Caribbean Healthcare System. This contract, valued at approximately $221,128, involves a firm fixed price agreement to cover equipment supply, installation, integration with existing IPTV infrastructure, and preparatory work including electrical wiring and location setup. The procurement includes a detailed breakdown of materials such as commercial grade monitors, set-top boxes, cables, and labor costs for a project manager and technicians. The delivery of the installation is expected within 60 business days after contract award. The justification for awarding this contract without full and open competition is based on the exclusivity of Caribbean Phone Center Corporation as the sole authorized reseller and service provider of VBrick equipment in Puerto Rico. VBrick Systems, Inc. has confirmed in writing that no other vendors in the region are authorized to install or service this specialized equipment, which is critical to maintaining system warranties and performance. Limited market research was conducted to confirm this exclusivity, and any efforts to use other vendors could result in voided warranties and increased costs. The sole source determination complies with federal acquisition regulations under FAR 6.302-1, reflecting that only one responsible source meets the Department’s needs. The contract has been certified by the contracting officer and approved at the management level to ensure the pricing is fair and reasonable based on market comparisons and previous orders.
