70-M0087-26-CP397 - UV Preventative Maintenance Service for Santa Fe Wastewater Facility

The City of Santa Fe Wastewater Division has established a sole source contract with Piedmont Technical Services to provide specialized preventative maintenance for the Trojan UV3000 Disinfection system at the Paseo Real Wastewater Treatment Plant. This system is critical for disinfecting the finish water stream before it discharges into the Santa Fe River and must operate 24 hours a day year-round. A sole source award was necessary because the original manufacturer, Trojan Technologies Inc., refused to service the equipment due to the previous use of third-party replacement parts. Piedmont Technical Services was identified as the only qualified vendor capable of maintaining the system under these conditions. The contract spans a four-year term with a total budget of 350,835.60 dollars. The scope of work includes four service visits per year at three-month intervals, consisting of component verification, electrical and communication checks, cleaning UV modules, and replacing defective lamps and ballasts. Additionally, the contractor will provide refresher operation and maintenance training for staff and deliver detailed reports of findings and corrective actions after each visit. While the contractor performs the technical labor, the City of Santa Fe remains responsible for the supply and disposal of all materials, including lubricants, cleaners, lamps, and circuit boards. Invoicing occurs at the time of each service.
