AI Contract Overview

The contract pertains to the Visual Information Management System (VIMS) requirement, initially released as a pre-solicitation notice on March 18, 2002. Previously, the Armed Forces Information Service’s VIMS need was open for competition in the broader market through the Television-Audio Support Activity. However, this requirement is now being handled exclusively under the Defense Information Systems Agency (DISA) Encore contracts, which are Indefinite Quantity Indefinite Delivery (IDIQ) agreements designed to provide comprehensive IT solutions to the Department of Defense (DoD). As a result, the VIMS procurement will be competed only among the nine prime vendors already awarded Encore contracts, rather than through a general solicitation. The draft Request for Proposal (RFP) for VIMS, identified as solicitation number MDA113-02-R-0009(draft), was posted on September 11, 2002. The contracting authority for this effort is located at the Department of Defense’s DMA Riverside office in California. The contracting officer responsible for the Encore program and the VIMS procurement is Mr. Mark Schneider, who can be contacted by phone. This streamlined acquisition method through DISA’s Encore contracts is intended to expedite IT service delivery and leverage existing contract vehicles for efficiency in fulfilling DoD's visual information management needs.

General Info

VIMS procurement handled via DISA Encore IDIQ contracts, limited to nine prime vendors only.

Reference the pre-solicitation notice posted 18 MAR 02 for the draft RFP for VIMS. The Television-Audio Support Activity previously synopsized a requirement for the Armed Forces Information Service's Visual Information Management System (VIMS). That requirment is no longer being competed on the open market. The VIMS requirement will be awarded under the Defense Information Systems Agency (DISA) Encore contracts. The Encore contracts are Indefinite Quantity Indefinite Delivery contracts that provide the full range of Information Technology (IT) solutions required by the Department of Defense (DOD). The VIMS requirement will now be competed only among the nine prime Encore vendors. Information on the Encore program can be found on the DISA website. The Contracting Officer for Encore is Mr. Mark Schneider, phone +1 (555) 000-0000.
