AI Contract Overview
The Air Force Research Laboratory at Wright-Patterson Air Force Base is seeking to repair and refurbish one SA-62 Helmet Mounted Display (HMD) to restore it to full operational condition for use in research simulations conducted by the 711th Human Performance Wing. The work involves replacing the existing micro-displays with newer OLED units and ensuring the device is fully calibrated and tested to meet original equipment manufacturer specifications, preserving all salient mechanical and performance characteristics. The requirement is being pursued on a sole source basis under RFO 12.102(a) because Vision Products, LLC is the only vendor capable of performing the specialized repair, as detailed in a redacted Single Source Justification. The procurement uses NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, and no set-aside provisions apply. Although this is a Notice of Intent and not a competitive solicitation, responsible sources may submit a capability statement, quotation, or exception to the sole source determination via email to Mr. Jason B. Sav at jason.sav@us.af.mil no later than 5:00 PM Eastern Time on Tuesday, 28 July 2026. All submissions must include the exact subject line “Notice of Intent to Award SS – SA-62 Helmet Mounted Display (HMD)” and may only contain .PDF, .doc, .docx, .xls, or .xlsx attachments; .zip and .exe files are prohibited due to security filters. The repair must be performed to meet the standards outlined in the Minimum Requirements Document dated 14 July 2026, which governs all technical, packaging, and marking criteria, though specific details of those requirements are not available in the provided materials. Inspection and acceptance will occur at Wright-Patterson AFB, Ohio, and the Government retains full authority to determine whether competition will be initiated based on responses received. No contract value, payment instructions, accounting data, or clause language is provided, and no formal contracting officer or technical representative is identified, as this remains a pre-award notice.
