The Department of Health and Human Services, National Institutes of Health, conducted a streamlined competition under OMB Circular A-76 for Food Services, encompassing tasks such as ordering and receiving food deliveries, meal production and assembly for both in-patient and out-patient services, processing room service orders, producing research diets for patients in clinical protocols, and providing clinical nutrition services and research. Following certification of the streamlined competition form on January 26, 2006, the study concluded that these functions will continue to be performed in-house rather than outsourced. As a result of this decision, the Contracting Officer will formalize the agreement by executing a Letter of Obligation with the designated senior manager responsible for these services. The streamlined competition process adheres to the revised OMB Circular A-76 effective May 29, 2003, which prohibits any contesting of the competition outcome. The solicitation was posted on February 21, 2006, and falls under NAICS code 722310, covering Food Services, with Lisa Schneider serving as the Contracting Officer overseeing this acquisition.
