Notice of Intent This ?Notice of Intent? is not a request for quote and a solicitation will not be issued; however, all proposals received prior to the closing date of this notice will be considered by the Government. The Department of Energy (DOE) intends to award a sole source contract to Drillinginfo, Inc. (DI) to receive crude oil and natural gas well drilling and production data for the Office of Energy Statistic (OES, EI 20) and the Office of Analysis (OEA, EI-35) in the Energy Information Administration (EIA). The services include datasets updated monthly and accessed via File Transfer protocol site. This data is critical to EIA as it is used to develop the monthly EIA-917 and EIA-23 sample and estimate the gross production values for TX, LA, OK, WY, NM and Federal Gulf of Mexico. The main function of the DI database is to provide a sample and natural gas gross production estimate. The actual sample is kept confidential. The North American Industry Classification System Code is 51 8210; Size Standard is $30 million. In accordance with Competition in Contracting Act, 41 U.S.C. ? 3304(a)(1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency, no later than the closing date and time of this notice. Responses must be in writing, by e-mail to the Contract Specialist at contact@example.gov. The e-mail shall contain the following subject line: Response to Notice of Intent ? Drillinginfo, Inc.
