The New Hampshire Department of Transportation, Bureau of Turnpikes, is soliciting proposals under solicitation number DoIT 2026-041 for a new E-ZPass Back Office System (BOS). This firm-fixed-price contract seeks a vendor to design, implement, transition, and operate a modern BOS, Call Center, and Walk-In-Centers using a Software as a Service (SaaS) and Infrastructure as a Service (IaaS) model. The system must manage electronic toll collection, interoperability with national partners, invoice and violation processing, customer account management, and comprehensive financial reconciliation and auditing. Key requirements include a redesigned website, AI integration, and strict adherence to NHDOT business rules and state privacy laws. The project is structured in phases, including design, development, and a final acceptance phase involving hypercare and Operational Acceptance Testing. Vendors must comply with rigorous cybersecurity standards, including NIST SP 800-171 Revision 3, NIST Cybersecurity Framework 2.0, and Zero Trust Architecture. Additionally, all Walk-In-Center facilities must be ADA compliant. Proposals are due by January 15, 2027, and will be evaluated on a 200-point scale, with significant weight placed on product demonstrations. The price proposal requires detailed quotes for implementation, the establishment of Walk-In-Centers in the Hooksett-Concord and Portsmouth areas, and five years of operational costs from FY 31 through FY 35.

The National Cancer Institute's Division of Cancer Epidemiology and Genetics intends to award a sole source, firm fixed price contract to Hospital A C Camargo, Fundao Antonio Prudente in Sao Paulo, Brazil. The project focuses on Li-Fraumeni syndrome, specifically investigating the impact of germline TP53 mutations on mitochondrial function and telomere biology as cancer risk modifiers. The scope of work includes collecting clinical data and biospecimens, as well as conducting a pilot study on diet and physical activity to inform future intervention strategies. The contract features a 12 month base period with a one year option period. This procurement is processed under simplified acquisition procedures with a NAICS code of 518210 and a business size standard of 30 million dollars. The collaboration leverages a unique patient population in Southern Brazil with a specific founder mutation to improve risk stratification and advance the understanding of TP53 mutations in both hereditary and sporadic cancers.

Note: This announcement is modified to include a period of performance. The upcoming award will include a 12 month base period from the date of award, plus a one year option period. The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics Branch (DCEG), plans to procure on a sole source basis a collaborative contract to: 1) collect common clinical data and biospecimens to permit statistically robust studies; 2) identify the contribution of germline TP53 mutations to mitochondrial function, and determine if abnormal mitochondrial function is a marker of cancer risk; (3) conduct a pilot study of diet and physical activity data collection in this high-risk setting, as a first step towards a formal intervention study; and 4) determine the role of telomere biology as a cancer risk modifier, with Fundao Antonio Prudente, Hospital A C Camargo, S'o Paulo, Brazil This acquisition will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 518210 and the business size standard is $30.0 million. Only one award will be made as a result of this solicitation. The contract will be awarded as a firm fixed price type contract. In addition, the award will be for one year only; however, the exact period of performance has not been determined at this time. It has been determined there are no opportunities to acquire green products or services for this procurement. The Division of Cancer Epidemiology and Genetics (DCEG) is a research program of the National Cancer Institute (NCI), one of the National Institutes of Health (NIH). The Division is the world's most comprehensive cancer epidemiology research group. Li-Fraumeni syndrome (LFS) is an autosomal dominant cancer predisposition syndrome in which the age at cancer onset ranges from newborn to old age. Approximately 70% of individuals fitting classical diagnostic criteria have germline mutations in the p53 gene (TP53). Mutation carriers have an 80-100% chance of developing cancer prior to age 60. The p53 protein is a key component in many critical cellular functions, including apoptosis, cell cycle, senescence, DNA repair, energy metabolism and mitochondrial function. The p53 protein regulates mitochondrial oxygen utilization, reactive oxygen species (ROS) generation, and disposition of ROS. Early data suggest the presence of mitochondrial dysfunction and short telomeres in mutation carriers. This procurement is required for the collaborative effort, designed and led by NCI, between the CGB, NCI and Hospital A. C. Carmargo-Fundao Antonio Prudente, S'o Paulo, Brazil which will: 1) collect common clinical data and biospecimens to permit statistically robust studies; 2) identify the contribution of germline TP53 mutations to mitochondrial function, and determine if abnormal mitochondrial function is a marker of cancer risk; (3) conduct a pilot study of diet and physical activity data collection in this high-risk setting, as a first step towards a formal intervention study; and 4) determine the role of telomere biology as a cancer risk modifier. These studies will lead to better risk stratification of patients with LFS, and advance understanding of the consequences of a germline TP53 mutation, findings that may also be broadly applicable to sporadic cancers of the type seen in LFS. The requested scope of the work can only be reasonably achieved through the collaborative efforts of the Hospital A. C. Camargo - Fundao Antonio Prudente and the NCI. The LFS patient population at Hospital A. C. Camargo - Fundao Antonio Prudente is unique and not readily available elsewhere. Studies of LFS in Southern Brazil have identified a unique cohort of patients with a founder mutation (TP53*R337H) in approximately 0.3% of newborns. This is not a solicitation for competitive quotations. However, if any interested party especially small business, believes they can meet the above requirement, they may submit a capability statement, proposal, or quotation which will be considered by the agency. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. Responses must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, August 20, 2014. All responses and questions must be in writing and can be faxed +1 (555) 000-0000 or emailed to Gwennifer Epps, Contracting Officer at contact@example.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov. No collect calls will be accepted. Please reference solicitation number N02CP42600-83 on all correspondence.
