The government plans to negotiate a sole-source, firm-fixed-price contract with Global Trade Information Services, Inc. (GTI) to provide a subscription to a comprehensive global trade database. This database offers current monthly import and export data for 85 countries at detailed Harmonized System (HS) code levels, making it an essential tool for the Department of Agriculture's Foreign Agricultural Service (FAS), Economic Research Service (ERS), and World Agricultural Outlook Board (WAOB). These agencies use the data for forecasting global agricultural trade, analyzing production, and assessing trade patterns, with additional use by cooperators for market intelligence and economic studies. GTI's database is unique due to its extensive coverage, data accuracy, standardized presentation, and user-friendly interface, features unmatched by any other private company or government entity except the United Nations. The acquisition is handled under the authority of the Department of the Interior Franchise Fund through the Acquisition Services Directorate. The contract covers a one-year period of performance and is conducted as a non-competitive action under FAR Part 13, citing that GTI is the only known capable provider of such a comprehensive subscription. Although this is not a competitive solicitation, the government invites interested parties to submit capability statements by the specified deadline, September 8, 2014, to help determine if competition is warranted. The contracting officer for this effort is Michael McGuire, who can be contacted via email for submissions. The government reserves the right to issue a Request for Quote based on responses but indicates this notice may be the sole public announcement related to this acquisition.
