The contract specifies the procurement of 100 units of enamel paint intended for use on ship or boat exteriors or metal surfaces, with delivery to Tracy, California. The product is an 18.9-liter (5-gallon) container of semigloss alkyd resin-modified enamel paint, gray in color per FED-STD-595B color number 26270. It boasts a rapid nominal drying time of two hours, with a maximum volatile organic compound (VOC) content of 340 grams per liter and features low solar absorbance pigmentation. The paint must comply with the U.S. Environmental Protection Agency's (EPA) National Emission Standards for Hazardous Air Pollutants (NESHAP) for shipbuilding and ship repair coatings, requiring suppliers to provide a certificate of compliance and include specific certification statements on the container labels. Packaging requirements are stringent, mandating that the paint be supplied in round, compound-lined, metal cans for gallons and quarts, and new removable head metal pails for five-gallon containers, all designed to prevent leaks and contamination. The filled containers must meet Department of Transportation and International Maritime Dangerous Goods Code standards, with detailed packing instructions ensuring secure shipment, including the use of specific box types and weight limitations. Marking requirements include Federal and Military standards for unit and transport packaging. Bidders must submit a NESHAP compliance certificate and Material Safety Data Sheet by the specified deadline to be considered.
