AI Contract Overview

The government intends to modify its existing Full Food Services Contract at Fort Irwin, California, to extend the performance period from October 1, 2010, through March 31, 2011. This extension is needed due to unexpected delays in finalizing the follow-on contract, which is currently being prepared by the MICC-Fort Sam Houston Directorate of Contracting. Without this modification, there would be no contract in place to provide critical food service support during the re-solicitation process, potentially impacting the installation’s ability to maintain essential services. The modification is anticipated to proceed without competition under specific statutory authority, and this notice does not constitute a solicitation or request for proposals. Instead, responses will help determine if legitimate competition exists and if requesting proposals is appropriate. The follow-on contract will be a competitive award structured with a base period plus four one-year option periods. Vendors interested must respond within seven calendar days of the notice to assist in this determination. The contracting office overseeing this action is the Department of Defense’s MICC at Fort Irwin, with the pertinent NAICS code for food services being 722310.

Full Description

This synopsis is notification of the Governments intent to modify its Full Food Services Contract, Number W9124B-05-D-0001, at Fort Irwin, California. Modification is to extend the period of performance from 01 October 2010 through 31 March 2011. This increase has become necessary due to unanticipated delays in the ongoing pre-award process for a follow-on contract. Without this modification, Fort Irwin will not have a contract vehicle in place and a delay would adversely impact Fort Irwins ability to meet critical installation support services during the re-solicitation of the follow-on contract. A determination not to compete this requirement is anticipated to be made pursuant to 10 USC 2304 (C) (1) and FAR 6.302-1. This notice of intent is not a request for competitive proposals or a solicitation for offers. No award will be placed solely on the basis of this notice, since synopsis of intent to place an order cannot be considered a request for proposals or offers. Responses to this notice will be used to determine if bon-a-fide competition exists and whether a request for proposal is appropriate or feasible. Response to this notice must be made within seven (7) calendar days after the posted date. Fort Irwins new competitive follow-on contract is currently being prepared by the MICC-Fort Sam Houston Directorate of Contracting, for a base plus four one year option periods.
