The Federal Highway Administration is planning to issue a Request for Proposal for a contract aimed at developing computer-based guidelines to optimize job-specific paving concrete. These guidelines are intended to offer an interactive, systematic method that assists users through various optimization phases, covering a wide range of concrete pavements and climatic conditions across the United States. The scope is focused specifically on concrete used in pavements, including slipform paving mixtures for Jointed Plain Concrete Pavement, Continuously Reinforced Concrete Pavement, and overlays, as well as patching and repair mixtures made with conventional, non-proprietary materials. Materials considered include Portland cement, various aggregates, chemical admixtures, supplementary cementitious materials like fly ash and slag, and blended cements incorporating these components. The solicitation will be released electronically on the Federal Business Opportunities website around mid-May 2002, and proposals will be due approximately 30 days thereafter. No requests for the RFP will be accepted via phone, fax, or email, so interested parties must monitor the designated website for updates and any amendments. The anticipated award is for a single contract, with the Department of Transportation's Acquisition and Grants Management office facilitating the process from their Washington, D.C. location. This effort aims to deliver a practical and applicable guideline that addresses the diverse materials and conditions encountered in U.S. concrete pavement projects.
