The U.S. Army Contracting Command at Fort Belvoir plans to award a sole source, firm-fixed-price contract to Distributive Management for the renewal of maintenance services for the DataDrill software suite. DataDrill is a proprietary, web-based performance measurement tool used for managing software, IT, and systems engineering processes, and has been in continuous use since 2003 across various program executive offices and project managers. Distributive Management is the only authorized provider in the United States for this software and its modules, holding exclusive rights and restricting distribution to any other sources. The contract will cover maintenance for the DataDrill Workstation, DataCenter, Report Center, and Extractor Kit, ensuring ongoing support and license validity essential for the mission of the Army’s SEC. Potential offerors must be registered in the Central Contractor Registration system and complete required certifications per federal acquisition requirements. Although this is a sole source procurement justified by unique capability and proprietary rights, the Army requests quotes from any responsible sources able to meet the requirements, with responses due within ten calendar days of the solicitation notice. The award is expected shortly after the closing of the response period. This procurement follows the commercial item acquisition procedures and is issued as a combined synopsis/solicitation with no separate written solicitation. Points of contact for inquiries are provided via email to agency contract specialists.
