The Federal Aviation Administration (FAA) intends to award, by other than full and open competition, a contract to American Eurocopter to acquire EC-145 Helicopter Initial & Recurrent Pilot Qualification Training to support the FAA Aviation Systems Standards, Flight Program Support Group (AJW-314). American Eurocopter is the manufacturer of the helicopter and is the only source for the training. The EC-145 helicopter is a new aircraft, predominantly used in flight inspection of helicopter Global Positioning System (GPS) approaches and heliport evaluations. These aircraft are used to certify approaches and heliports located in cities and providing inter-city transportation. Helicopter Airspace Systems Inspection pilot training is required to achieve the maximum level of efficiency and effectiveness while performing in flight manipulation of aircraft for mission accomplishment and maintaining familiarity of aircraft, airways, airports and air traffic control operations.
