Full Description

The Beltsville Area, ARS, has completed a Streamlined Competition for the BARC security services study announced on June 27, 2003. Security services functions had previously been announced as a Direct Conversion to the private sector prior to the implementation of the revised Office of Management and Budget (OMB) Circular No. A-76, dated May 29, 2003. The Direct Conversion was converted to a Streamlined Competition in accordance with guidelines contained in OMB Circular A-76. This competition involved the execution of a Streamlined Comparison Form (SLCF) that compared security services currently performed by government personnel with services provided by the private sector. The performance decision was certified on October 23, 2003, and resulted in a decision in favor of the private sector provider. The private sector cost estimate was significantly less than the government's estimate. A solicitation will be issued on or about mid January 2004 to include the right of first refusal in accordance with the FAR 7.305(c).
