R--Notice of Intent

The U.S. Department of Energy (DOE), Office of Security, Information Classification and Control Policy (SO-12), intends to award a six month, sole source bridge contract, including two six-month option periods to DynCorp/CSC for specialized technical, analytical, and administrative support services to SO-12. The statutory authority permitting other than full and open competition is Section 303(c) of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act [41 U.S.C. 253(c)(1)], implemented under FAR 6.302-1 (a)(2) which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The bridge is required pending completion of a competitive contract scheduled to be a small business set-aside award. The present contract with DynCorp/CSC expires on December 21, 2003. No other firm has the requisite knowledge and experience in classification that can assume the highly specialized technical and administrative support with no interruption on December 22, 2003. All work is in a classified environment conducted on-site at the DOE Germantown facility. All contractor personnel will require a DOE ?Q? clearance to perform work under this ?bridge? contract. This unique working environment necessitates the award of a sole source ?bridge? to the incumbent contractor, DynCorp/CSC. The ongoing procurement action is a competitive small business set-aside. The intent of this sole source procurement is to provide support services the required support services from December 22, 2003 until award of the small business set-aside contract. Note 22 apply.
