The U.S. Department of the Interior's Minerals Management Service plans to award a firm-fixed price, sole source contract to Pacific Advanced Technology (PAT) for the procurement of one Mid Wave and one Long Wave Image Multi-spectral Sensing (IMSS) Lens System. This acquisition is being conducted under a non-competitive authority due to the unique compatibility requirements with existing equipment at the Redstone Technical Test Center’s Field Signature Group. The IMSS systems from PAT are commercial off-the-shelf products designed to integrate seamlessly with the existing Raytheon MWIR and LWIR radiometric cameras, enhancing their capabilities for spectral characterization of missile systems, smoke, fumes, and gas clouds. The systems offer high spectral resolution and portability essential for field testing, and they come with integrated controllers, software, and necessary cables for turnkey operation. Awarding this contract to any other vendor would lead to significant losses in compatibility, operational efficiency, and duplication of costs, making it impractical to pursue competitive procurement. The Redstone Technical Test Center has determined that only PAT can meet the technical and operational requirements, and no equivalent equipment is available from other sources. This action is issued under the Department of Interior Franchise Fund authority, and although it is not a request for competitive quotes, the government will consider any information submitted by the specified deadline. All inquiries must be directed via email to the identified point of contact; no telephonic queries will be entertained.

Full Description

The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to Pacific Advanced Technology, Buelton, CA. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Redstone Technical Test Center. The Redstone Technical Test Center has a requirement to obtain one Mid Wave IMSS Lens System and one Long Wave IMSS Lens System. The Field Signature Group (FSG) currently has a Raytheon HS Midwave Infrared (MWIR) radiometric camera and a Raytheon Radiance 1 (LWIR) QWIP radiometric camera. The Image Multi-spectral Sensing (IMSS) systems from Pacific Advance Technology (PAT) are COTS systems that can be integrated directly with the cameras depending on the wavelength. Both systems integrate a controller, frame grabber, software and all cables for a turn key solution. The FSG of RTTC utilizes radiometric cameras in support of missile systems for building 3D models, Delta-T measurements and airborne data collections. To increase the Raytheon HS MWIR and Raytheon Radiance 1 LWIR capability and extend their useful life, a multi-spectral acquisition system is to be added to each camera. This will enhance its current usefulness to include spectral characterization of smoke, missile fumes, gas clouds, target exhaust, etc. The MWIR IMSS system has a nominal spectral resolution of 0.01'm (at 4.0'm) with over 200 spectral bins between 3-5'm. The LWIR IMSS system also has a nominal spectral resolution of 0.01'm (at 9.0'm) between 8-11'm. It utilizes a single optical element to handle both dispersion and diffraction. This simplifies the system design allowing it to be compact and portable. This aspect is imperative for field testing. It can also dwell on a single wavelength bin to collect specific wavelengths of interest. The required lens system must be 100 percent compatible with existing laboratory equipment. To compete this action and award to another vendor would result in loss of compatibility. It would also represent the loss of existing detailed measuring machine knowledge translating into a decrease in efficiency. Award to a vendor other than Pacific Advanced Technology would result in substantial duplication of cost that the Government is not expected to recover through open competition. Therefore, due to time, compatibility, and related cost issues, no other vendor other than Pacific Advanced Technology meets the requirements. RTTC has determined that the equipment required is available from only one responsible source and no other type of equipment will satisfy agency requirements. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST December 6, 2004 will be considered by the Government. POC: Will Galvin, MMS, Procurement Operations Branch, 381 Elden Street, MS 2510, Herndon, VA 20170. Questions must be emailed to Will Galvin at contact@example.gov. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED.

V--Vessel Atlantic Ops Physical Inspections Draft RFP
Solicitation # DOIEFBO260006
The Department of the Interior and the Marine Minerals Administration are conducting market research via a Draft RFP for a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide offshore vessel services for physical inspections of renewable energy facilities on the Atlantic Outer Continental Shelf. The scope of work covers a geographic range from Virginia Beach, Virginia, to Martha's Vineyard, Massachusetts. The government is seeking industry feedback on the draft, specifically regarding CLIN structure, insurance requirements, evaluation criteria, and pricing for an anticipated Seed Task Order. The overall contract has an estimated maximum value of 30 million dollars over a five-year period, consisting of a 12-month base period and four one-year option periods. The anticipated Seed Task Order requires a DP2 offshore vessel equipped with a Walk-to-Work (W2W) transfer system to inspect up to 93 facilities during calendar year 2027. The contractor must be capable of continuous offshore operations for 45 days, with an endurance of 21 days without returning to port. Award will be based on a Best Value Tradeoff process, where technical capability and past performance are significantly more important than price. Key evaluation factors include vessel sourcing strategy, organizational conflict of interest mitigation, and small business participation. Comprehensive insurance coverage is required, including 10 million dollars in Bumbershoot/Excess Liability and 5 million dollars each for Protection and Indemnity and Vessel Pollution Liability.
