The contract for the Hampton VA Medical Center involves the procurement, design, and installation of pedestrian crossing signage at the main hospital site located in Hampton, Virginia. This turnkey project requires the contractor to provide all materials, labor, equipment, and technical services necessary to replace existing aged signage with new, compliant pedestrian crossing signs in line with the Department of Veterans Affairs’ Technical Information Library (VA TIL) and other applicable federal and state regulations, including OSHA and Virginia state guidelines. The signage must adhere to strict specifications regarding materials—primarily aluminum made from at least 75% recycled content—and consistent design standards established by the facility, ensuring uniformity in fonts, colors, hardware, and mounting systems throughout the site. The scope includes detailed site surveys, utility marking, design and programming of signage, shop drawings, a signage location plan, and full installation with appropriate concrete footings and breakaway posts as required. The contractor must have extensive experience, with a minimum of seven years in federal signage projects and a demonstrated ability to manage signage at large medical centers, and be familiar with ADA compliance, VA branding standards, and hospital operational needs. The work will be coordinated closely with VA personnel, require adherence to VA construction safety and environmental standards, and allow for minimal disruption to hospital operations with specific work hours and requirements for off-hours work approval. Disposal of replaced signage and any related debris by the contractor is mandatory. The contract mandates maintaining a drug-free workplace under the Department of Veterans Affairs policy and includes provisions for sustainability through the use of recycled materials.
