The Naval Air Systems Command plans to contract McDonnell Douglas Corporation, a subsidiary of Boeing, for an engineering study focused on transitioning the Improved Capability (ICAP) III upgrade and integrating other tactical jamming systems from the EA-6B aircraft to the F/A-18. This effort builds upon initial work by Northrop Grumman and includes options for design support and development related to key components such as the Gun Bay Equipment Pallet, USQ-113, ALQ-218, and the Wingtip Pod. The government intends to engage MDC exclusively, citing their unique technical expertise, specialized tooling, and facilities critical for meeting the complex requirements of the F/A-18 weapon system without delay or redundancy. The contract is being issued under a sole-source justification per Title 10 U.S.C. 2304(c)(1), emphasizing that MDC's in-depth knowledge and experience make them the only responsible provider capable of fulfilling the project's technical demands. The solicitation serves as an informational notice, with subcontracting inquiries directed to McDonnell Douglas Corporation. Work location and detailed terms are handled by the Naval Air Systems Command office in Patuxent River, Maryland.

Full Description

The Naval Air Systems Command is planning to place an order with the McDonnell Douglas Corporation (MDC) a wholly owned subsidiary of the Boeing Company for an engineering study to address the transition of the Improved Capability (ICAP) III upgrade and integration of other tactical jamming requirements from the EA-6B aircraft to the F/A-18. This follows an initial effort begun by Northrop Grumman and includes options for engineering design support/development for the Gun Bay Equipment Pallet, USQ-113, ALQ-218, and the Wingtip Pod. The Government intends to negotiate solely with MDC pursuant to Title 10 U.S.C. 2304(c)(1), only one responsible source. The work to be performed requires the application of technical knowledge, expertise, and detailed familiarity with the complex design, specification, integration and fabrication requirements of the F/A-18 aircraft weapon system. As such, MDC is the only source with the unique engineering expertise, tooling, facilities, and in-depth knowledge to fulfill the government?s requirement without delay or substantial duplication. This synopsis is for informational purposes only. Inquiries regarding the availability of subcontracting opportunities should be made directly to McDonnell Douglas Corporation, P.O. Box 516, St. Louis, MO 63166. See notes 22 and 26.
