AI Contract Overview

The contract amendment modifies the original Discovery Announcement of Opportunity (AO) to address concerns about the competitive procedures applied to NASA Principal Investigators. Specifically, Amendment No. 2 to the Discovery Program 2006 and Missions of Opportunity AO updates the solicitation to incorporate a deviation from the previously issued Procurement Notice 04-11, which was deemed necessary due to the short interval between the publication of PN 04-11 and the Discovery AO. This deviation is unique to the Discovery AO and is intended to ensure fair and effective competition among Principal Investigators submitting proposals. As part of the amendment, Appendix B, Section J, Part 8 of the Discovery AO is replaced entirely to reflect these procedural changes. The update became available on or about March 1, 2006, via NASA’s research opportunity portal. For further inquiries, contact is provided for Dr. Michael New of NASA’s Science Mission Directorate. The amendment is categorized as a presolicitation and does not specify a particular set-aside or NAICS code, focusing instead on refining the procedural framework for proposal submissions under this NASA research opportunity.

Full Description

Summary: The Discovery AO is amended to mitigate concerns about the competitive procedures used by NASA Principal Investigators. On or about March 1, 2006, Amendment No. 2 to the NASA Announcement of Opportunity "Discovery Program 2006 and Missions of Opportunity" (NNH06ZDA001O) will be posted on the NASA research opportunity homepage at http://nspires.nasaprs.com/ (select - Solicitations then - Open Solicitations then - NNH06ZDA001O). The short period of time between the issuance of Procurement Notice (PN) 04-11 and the issuance of the Discovery AO raises concerns about the application of PN 04-11 in the Discovery AO. A deviation from PN 04-11 has been approved to mitigate these concerns. This deviation is approved only for the Discovery AO. Appendix B, Section J, Part 8 of the Discovery AO is replaced in its entirety. Questions may be addressed to Dr. Michael New, Solar System Division, Science Mission Directorate, NASA Headquarters, Washington, DC 20546-0001; Telephone: +1 (555) 000-0000; E-mail: contact@example.gov.

Enabling Technology for Future Missions
Solicitation # 9F063-20260085
The Canadian Space Agency (CSA) is soliciting proposals under the Space Technology Development Program (STDP) to develop and advance one to three priority technologies intended to reduce technical uncertainties for future Canadian space missions. This fixed-price procurement focuses on increasing Technology Readiness Levels (TRL) in accordance with CSA-ST-GDL-0001 Revision A guidelines. The identified priority technologies include a lightweight athermal reflecting telescope for CubeSats, readout electronics for large mosaic focal plane arrays, and technologies for the Ground Snow Mass Mission, with maximum funding per contract ranging from 1 million to 2 million Canadian dollars. The project is expected to span 16 months, structured around five key milestones: a kick-off meeting, preliminary design review, detailed design review and work authorization meeting, test readiness review, and a final review meeting. Selection is based on the highest combined rating of technical merit (60%) and price (40%), with additional points available for Indigenous considerations. The contract requires strict adherence to security protocols, including Protected B and Reliability Status, and mandates the use of the Information Sharing with External Partners portal for sensitive data transfers. Performance is subject to rigorous inspection and acceptance processes for both hardware and software, including a 90-day warranty period for custom software.

Expression of interest: Small-satellite missions sandpit
Solicitation # 206083
UK Research and Innovation is seeking expressions of interest for a small-satellite missions sandpit designed to bring together approximately 30 researchers and innovators from diverse disciplines. The goal is to co-develop ambitious, challenge-led small-satellite mission concepts focusing on innovative sensors, data streams, and cross-sector enabling technologies to enhance sovereign capability, address national security and societal challenges, and support economic growth. The activity consists of six sessions held between January 26 and February 11, 2027, utilizing a combination of online sessions and a two-day residential event. Total program funding is listed at 1,870,000, with the objective of developing concepts for pump-priming research grants in 2027/2028. Selection of participants is based on core assessment questions focusing on skills and potential contributions rather than track record, with additional consideration given to geographic diversity across all UK regions. Applicants must apply through an Expression of Interest stage, and invited applicants will use the Resume for Research and Innovation format. Mandatory attendance at all sessions is required, with travel and subsistence costs reimbursed and accommodation provided for overnight stays. The program is managed by the UKRI Space Programme team, with the response deadline for the solicitation set for November 25, 2026.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
