The Naval Air Systems Command plans to negotiate a sole source delivery order with The Boeing Company under the existing Basic Ordering Agreement for the E-6 Service Life Assessment Program (SLAP) Phase 2. This phase builds upon initial studies conducted in Phase 1 by focusing on a detailed analysis of 50 critical fatigue life limiting structures of the E-6B aircraft. The work involves creating a detailed finite element model for the top five critical locations, performing comprehensive stress and strain analyses, and conducting durability and damage tolerance assessments for all 50 identified areas. The contractor is expected to deliver several detailed reports documenting the finite element model development, internal strain and stress results, durability analysis, damage tolerance analysis, and a life enhancement study for the E-6B. At this stage, no solicitation documents have been issued, and the announcement serves as a presolicitation notice rather than a contractual commitment or request for proposal. Questions regarding the effort are to be directed to the designated contract specialist by early August 2005. It is important to note that the Navy will not cover any costs incurred by potential contractors related to travel, presentations, or data preparation connected to this announcement. The contract falls under the NAICS code for engineering services and will be performed under the Naval Air Systems Command office located in Patuxent River, Maryland.
