A--Engineering and Technical Services and Support in support of the Exercise Scenario Planner and Real-Time Integrated Test (ESPRIT) System

The Naval Sea Systems Command (NAVSEA) plans to award a sole source contract to Solipsys Corporation, based in Laurel, MD, for engineering and technical services and support related to the Exercise Scenario Planner and Real-Time Integrated Test (ESPRIT) System. The contract will be negotiated under the authority of 10 USC 2304(a)(1) and will include a base year with four additional one-year option periods. The scope of work encompasses program and engineering management, interface management, systems engineering, software development, user system interface design, system anomaly tracking, and hardware requirements analysis necessary for the development, installation, testing, and integration of the ESPRIT System. Solipsys Corporation is identified as the sole provider with the comprehensive technical expertise required to fulfill the contract’s requirements. No other sources have the necessary qualifications or resources to perform the work or meet the Navy’s needs in this specialized area.
