The Navy Unmanned Air Vehicles (UAV) Program Office (PMA 263) under the Program Executive Office for Strike Weapons and Unmanned Aviation is developing an acquisition program for the Broad Area Maritime Surveillance (BAMS) UAV. This platform is designed to provide persistent, long-duration Intelligence, Surveillance, and Reconnaissance (ISR) capabilities, supporting missions such as ISR queuing, strike support, signals intelligence, and communications relay. Operating either independently or in coordination with other manned, unmanned, or space-based systems, the BAMS UAV serves as a critical information collection hub to enhance situational awareness for warfighters. To advance this initiative, PMA 263 has hosted an Industry Day to communicate the program vision and acquisition strategy, followed by One-on-One sessions starting in February 2003. These sessions aim to gather detailed technical input from industry and encourage discussion on innovative acquisition approaches, including spiral development, evolutionary acquisition, combined testing, and collaboration opportunities. Participation is encouraged in team formats rather than individual contractor attendance due to the high interest level. Sessions are held at the Naval Air Systems Command Headquarters in Patuxent River, Maryland, with registration and visit request protocols clearly established. This engagement is for informational and planning purposes only and does not represent a solicitation or commitment by the government to award a contract or reimburse travel expenses.

Full Description

The Navy Unmanned Air Vehicles (UAV) Program Office (PMA 263) of the Program Executive Office for Strike Weapons and Unmanned Aviation (PEO (W)) is in the process of establishing an acquisition program for the Broad Area Maritime Surveillance UAV. The BAMS UAV will provide persistent unmanned, long dwell Intelligence, Surveillance, Reconnaissance (ISR) capability to the warfighter. Examples of BAMS UAV missions include: ISR queuing, strike support, SIGINT, and communications relay. It will act as an information collection hub and operate independently or in direct collaboration with other manned, unmanned, and space-based platforms. Industry day was held in December 2002 to relay the BAMS UAV program vision, acquisition strategy and obtain industry feedback. As follow-on to Industry Day, PMA 263 is hosting One-on-One sessions for all interested parties. These sessions are being offered to have companies provide specific technical capabilities, and, to foster mutual exchange of information discussing innovative acquisition strategy approaches to include spiral development, evolutionary acquisition, combined testing, and teaming or partnering with industry or Government. Individual sessions begin 10 February 2003. They will be held at Naval Air Systems Command Headquarters, Building 2272, 47123 Buse Road, Patuxent River MD 20670. The Government?s goal is to allocate two hours for the One-on-One discussions. DUE TO THE LARGE NUMBER OF PARTICIPANTS AT INDUSTRY DAY, IT IS HIGHLY ENCOURAGED, IF APPLICABLE, THAT INDUSTRY TEAMS COME IN FOR ONE-ON-ONE DISCUSSIONS VICE COMING IN AS INDIVIDUAL CONTRACTORS. To register for the One-on-One, companies may email Ms. Lynda Frattone at contact@example.gov or telephone at +1 (555) 000-0000 for registration requirements. Once the session is scheduled, you will receive a confirmation via email referencing the date and time scheduled, and the required visit request form to be completed. NOTE: VISIT REQUESTS MUST BE COMPLETED ON COMPANY LETTERHEAD, SIGNED BY THEIR FSO (OR AUTHORIZED INDIVIDUAL WHO CAN VERIFY/CERTIFY THE REQUIRED INFORMATION). THEY MUST BE SUBMITTED VIA FASCIMILE +1 (555) 000-0000 PRIOR TO THE SCHEDULED ONE-ON-ONE SESSIONS. BASE ASSESS IS THE RESPONSIBILITY OF THE SUBMITTING CONTRACTOR NOT PMA 263. This synopsis is for information and planning purposes only and does not constitute an invitation for bid or request for proposal, nor does its issuance restrict the government as to the ultimate acquisition approach. A contract will not be awarded as a result of this announcement. FURTHER, THE NAVY WILL NOT PAY FOR TRAVEL COSTS INCURRED. Technical questions can be directed to Mr. Keith Carter at +1 (555) 000-0000, and programmatic issues to Mr. Rich Klesser at +1 (555) 000-0000 or LCDR Mike Schachterle at +1 (555) 000-0000. For any questions related to this announcement, please contact Ms. Lynda Frattone at the email or telephone number cited above. This announcement and additional information related to the BAMS UAV Program can be found at the PMA 263 web site http://uav.navair.navy.mil.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
