The Department of Defense is seeking contractors for Phase 3 of the Joint High-Power Solid-State Laser Development Program to create a 100 kW-class, diode-pumped solid-state laser laboratory device. The project focuses on achieving high average output power, electro-optical efficiency, and superior beam quality relative to the diffraction limit. Evaluation will prioritize architectures that optimize size, weight, reliability, and ruggedness through a process of modeling, simulation, fabrication, and testing. The procurement is a full and open competition for cost-plus-incentive-fee contracts with a three-year period of performance. It includes two optional efforts to develop weapon system concepts for ground-based defense against airborne threats and air-based precision strike capabilities for unmanned combat aerial vehicles. Participation is strictly limited to domestic firms, as foreign entities are prohibited from serving as prime or subcontractors.

Full Description

The DoD is interested in developing high-power solid-state laser (SSL) technologies for military applications. The Joint High-Power Solid-State Laser (J-HPSSL) Development Program was established to advance SSL technologies from which the individual Services could select to further develop into weapon systems to meet their individual needs. Phase 3 of the program is for development of a 100 kW-class, diode-pumped solid-state laser laboratory device(s) with excellent beam quality relative to the diff raction limit (DL). Emphasis will be placed on laser architectures that are assessed favorably by the Government in terms of size, weight, efficiency, operational effectiveness, affordability, reliability, maintainability, supportability, environmental ac ceptability, and ruggedness. The contractor(s) funded under this laser development program shall use modeling and simulation, analysis, design, fabrication, integration, experimentation, and testing to demonstrate a laboratory laser device. The most important performance parameters a re beam quality, average output power, run time, and electro-optical efficiency. Additionally, the procurement will contain two separate optional efforts as follows: - Option 1: Develop a weapon system concept for a ground-based SSL integrated into an Future Combat System-like platform for defense against rockets, mortars, artillery, and unmanned aerial vehicles (UAVs) and other airborne threats. - Option 2: Develop a weapon system concept for an air-based SSL integrated into an unmanned combat aerial vehicle with the mission of air-to-ground precision strike. This acquisition will not be open to participation by foreign firms at either the prime or subcontract level. The proposed acquisition may involve a potential conflict of interest as set forth in Federal Acquisition Regulation (FAR) 9.5. The procurement will be full and open competition, and will result in one or more contract awards. The resultant contract(s) will be cost-plus-incentive-fee, completion, and are anticipated to have a three-year period of performance, inclusive of optional effort. The proposal, in response to W9113M-05-R-0013, is due to this office 45 days after RFP issuance (Issuance of RFP projected within the next 30 days), with past performance data due no later than 30 days after RFP issuance. Additional information, as well a s the RFP, when released, will be available at the SMDC website, http:www.smdc.army.mil/Contracts/Contracts.html. Any questions regarding the RFP should be submitted to contact@example.gov (Title e-mail JHPSSL Phase 3). NO PAPER COPIES OF THE RFP WILL BE PROVIDED, NOR IS A MAILING LIST BEING MAINTAINED FOR THIS ACQUISITION AS THE RFP WILL BE POSTED ON THE ABOVE WEBSITE ADDRESS.
