The U.S. Department of the Interior, Minerals Management Service (MMS), is planning to award a sole source contract to PBS&J (Post, Buckley, Schuh & Jernigan, Inc.) based in Miami, Florida, under FAR Part 6.302-1, which allows for a non-competitive award when only one responsible source can fulfill the agency's requirements. The contract involves conducting a Post Hurricane Assessment of Sensitive Habitats in the East Flower Garden Banks area, located in the Gulf of Mexico about 110 miles southeast of Galveston, Texas. The study is critical because hurricane damage to the habitat becomes increasingly difficult to detect over time due to natural overgrowth, and the assessment is necessary to identify and monitor the recovery of bleached corals. PBS&J was selected for this work because their dive team has recent experience with initial post-hurricane assessments at the Flower Garden Banks, making them uniquely qualified in terms of familiarity with both the habitat and relevant techniques. The study is expected to last approximately 18 months with an estimated cost of $300,000. This notice serves as an official announcement of the intent to award the contract on a sole source basis and is not a request for competitive offers. While the government is not seeking quotes, any information submitted to the designated point of contact by January 3, 2006, will be considered. Questions or communications must be directed via email or fax to Debra Bridge of the MMS Procurement Operations Branch; however, phone inquiries are strongly discouraged. This award reflects the urgency and specificity of the work required to assess ecological damage from the hurricane in this sensitive marine area.

General Info

The U. S. Department of the Interior, Minerals Management Service (MMS), Procurement Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a contract on a sole source basis to PBS&J (Post, Buckley, Schuh & Jernigan, Inc.), Miami, FL, in accordance with FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The MMS anticipates awarding a contract to PBS&J for a Post Hurricane Assessment of Sensitive Habitats on the East Flower Garden Banks Vicinity, located in the Gulf of Mexico approximately 110 miles Southeast of Galveston, TX. This study is time sensitive in that damage done to the habitat by the Hurricane becomes harder to detect as time passes because of overgrowth by algae and other organisms. Bleached corals usually recover if stress is alleviated. Bleached corals on the Banks need to be identified and tracked to determine recovery success. PBS&J has recently performed initial post-hurricane assessments at the Flower Garden Banks making the PBS&J Dive Team familiar with the habitat and techniques. This study effort is anticipated to be 18 months at a cost of $300,000. This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, any information received by the Point of Contact (POC) listed below, by Close of Business on January 3, 2006, will be considered by the Government. POC: Debra Bridge, MMS, Procurement Operations Branch, 381 Elden Street, MS-2101, Herndon, VA 20170. Questions must be emailed to contact@example.gov or faxed to Debra Bridge at +1 (555) 000-0000. PHONE CALLS ARE STRONGLY DISCOURAGED.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO)
Solicitation # FA865226SC003
The Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO), solicitation FA8652-26-S-C003, is an overarching enterprise framework designed to acquire innovative commercial products and services. Issued under the authority of 10 USC 3458 and DFARS Subpart 212.70, the CSO establishes a structure for issuing competitive solicitations known as Spirals. These Spirals target a wide range of Areas of Interest (AOI) across the Air, Space, Cyberspace/Electronic Warfare, and Cross-Domain technology domains, including hypersonics, cybersecurity, quantum technologies, and human-machine teaming. Resulting awards may take the form of fixed-price FAR Part 12 contracts or Other Transactions for Prototype (OTP). Foreign participation is strictly prohibited. The acquisition process typically follows a two-step approach for Spirals. In Step One, offerors submit a Commercial Solutions Brief (CSB) consisting of a PowerPoint briefing and a white paper. Those categorized as Selectable are invited to Step Two to submit a full Commercial Solutions Proposal (CSP), which includes a technical proposal, a Statement of Work, and a price proposal with an editable Excel pricing model. Evaluation is conducted via subject-matter expert peer review, focusing on technical merit, applicability, importance to agency programs, and funding availability. Strict security and compliance requirements are in place, including mandatory security risk reviews for all senior and key personnel to mitigate foreign influence. Offerors must also perform an Organizational Conflict of Interest (OCI) analysis and adhere to DoD item unique identification standards (MIL-STD-130) for delivered hardware costing $5,000 or more. Contract administration, including invoicing and payment, is managed electronically through the Wide Area WorkFlow (WAWF) system.
