The Naval Air Systems Command at Patuxent River, Maryland plans to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) Time and Materials contract to McDonnell Douglas/Boeing for engineering, logistics, and program management services related to the Advanced Mission Computer and Displays (AMC&D) for the F/A-18 and AV-8B aircraft. This contract is being awarded under the authority that allows sole source procurement when only one responsible source is available to meet agency requirements, as Boeing is the exclusive developer and integrator of the AMC&D system. The work will support continued analysis, design, development, integration, and testing tasks not covered under existing contract line items for Engineering Manufacture and Development or Low Rate Initial Production. The contract is expected to span one year with two option years, utilizing Time and Materials task orders and an estimated maximum total effort of 365,500 hours. The award was anticipated by February 2003. This notice serves as an announcement of intent to award and does not constitute a solicitation, though interested parties may express their interest and provide information regarding their technical capability to perform the work. The procurement continues an existing sole source relationship under contract number N00019-00-C-0307, reflecting the unique expertise and proprietary knowledge held by Boeing for this critical defense system development.

This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only One responsible source and no other supplies or services will satisy agency requirements." Scope of work encompasses the continued analysis, design, development, integration and test of the AMC&D system developed under the existing sole source contract (N00019-00-C-0307) with McDonnell Douglas/Boeing. The IDIQ contract will support requirements that fall under the general scope of AMC&D development but are not covered under the contract CLINs for Engineering Manufacture and Development (EMD) or Low Rate Initial Production (LRIP). It is anticipated that a one year plus two option years contract with T&M task orders will result from this procurement. A maximum level of effort is estimated at 365,500 hours. Award of the proposed contract is anticipated to be made on or before February 2003. This is an announcement only regarding a sole source acquisition; there is no solicitation available. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which will be considered by the Naval Air Systems Command.
