The Naval Air Warfare Center, Aircraft Division intends to award a sole source contract to the University of California at Riverside for engineering support to develop a Quality Assurance Project Plan for Particulate Emissions testing within the Joint Strike Fighter program. This initiative is driven by updated United States Clean Air Act requirements necessitating precise estimates of particulate matter smaller than 2.5 micrometers emitted by military aircraft. The goal is to establish an EPA-approved test method that is more efficient and cost-effective than the current EPA Method 5, ensuring full regulatory compliance. The University of California at Riverside was selected due to its specialized experience in developing compliant plans for the EPA and the California Air Resources Board. The project has an estimated value of less than 80,000 dollars, with a required delivery date for the approved plan set for April 2007. This procurement is categorized under NAICS code 541710 and is managed by the Department of Defense.

Full Description

The Naval Air Warfare Center, Aircraft Division (NAWC-AD), Patuxent River, Maryland intends to contract on a SOLE SOURCE basis with the University of California at Riverside, California (UCR) for engineering support which will result in a Quality Assurance Project Plan (QAPP) for Particulate Emissions (PM) Testing for the Joint Strike Fighter (JSF) program. Recent changes to the United States Clean Air Act (CAA) requires accurate estimates of size, distribution, and chemical species of particulate matter (PM) less than 2.5 micrometers in diameter emitted from military aircraft. The Environmental Protection Agency (EPA) provided guidance on the development of an interim Particulate Matter (PM) test method for the JSF that is more accurate, less expensive and less time consuming than the EPA Method 5 currently employed. Specifically, the QAPP for PM Testing for the JSF and other military aircraft must be approved by the Environmental Protection Agency (EPA) to be in compliance with the CAA. The QAPP must meet all requirements specified in - EPA Requirements for Quality Assurance Project Plans, EPA/240/B-01/003, March 2001 (QA/R-5). UCR has previously developed compliant QAPPs for both the EPA and the California Air Resources Board and has been an active participant in EPA supported state-of-the-science PM testing. The Navy will benefit from unique lessons learned from all testing previously performed by UCR in development of QAPPs with cross applicability to the Navy's requirement. The cost to bring another contractor up to speed on this effort, from the ground up, would be prohibitive and is not expected to be recovered via competition. The required delivery date for an EPA approved QAPP is April 2007. The estimated value of this procurement is less than $80,000. Numbered Note 7 applies. NAICS Code: __541710__________________

Next Generation Tactical Radio (NGTR)
Solicitation # N00421-27-RFPREQ-TPM209-0199
The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential sources for the Next Generation Tactical Radio (NGTR), a modular Software Defined Radio (SDR) intended for U.S. Navy and Marine Corps aircraft. The NGTR is designed as a form, fit, and function backwards-compatible replacement for the ARC-210 Generation 5 and 6 radios. Key technical requirements include support for voice and data waveforms in the VHF and UHF bands with operational capabilities up to 6 GHz, including specific support for SINCGARS, MUOS, and SATURN. The system must feature a small form factor weighing less than 12.2 pounds, a conduction-cooled unit, and a modular Open architecture utilizing OpenVPX and VNX+ standards to facilitate rapid upgrades and obsolescence management. Security is a critical component of the NGTR, requiring a modular High Assurance Device (HAD) to meet NSA cryptographic and Security Evaluation Requirements Document (SERD) standards, as well as compliance with Zero Trust architecture and Risk Management Framework (RMF) controls. The system must also adhere to NSTISSAM TEMPEST 1-92 and CNSSAM standards. Prospective contractors must demonstrate expertise in agile development, Model-Based Systems Engineering (MBSE), and the ability to obtain Top Secret security clearances. The anticipated acquisition timeline includes an Industry Day in the first quarter of FY27, a final RFP release in the fourth quarter of FY27, and a contract award in the second quarter of FY28, with target fleet delivery scheduled for mid-2034.
