The contract modification pertains to an existing agreement with Mississippi Polymer Technologies, Inc. (MPT) under Contract No. F33615-03-C-5306, managed by the Air Force Research Laboratory's Manufacturing Technology Division. This action is being issued on a sole source basis under the Defense Production Act, allowing MPT to significantly increase its production capacity for rigid-rod polymer materials, a key component for defense and commercial applications. Initially, the plan was to expand annual production from 100,000 lbs to approximately 150,000 lbs, but the modification now enables MPT to scale up to around 500,000 lbs per year, reinforcing the objective of establishing a domestic supplier capable of producing affordable, high-quality materials. This contracting action does not seek competitive proposals, reaffirming the sole source nature of the agreement in accordance with the Federal Acquisition Regulation. The program aims to bolster domestic manufacturing capabilities critical to national defense needs. The contracting office is located at Wright Patterson Air Force Base, Ohio, and the designated point of contact is James N. Satteson, who serves as the contract negotiator. This modification supports the broader strategic goal of strengthening supply chain reliability for advanced polymer materials within the defense sector.

General Info

Modification increases MPT production to 500,000 lbs polymer, sole source under Defense Production Act.

The purpose of this Notice of Contracting Action (NOCA) is not to request competitive proposals. Under the authority of Title III of the Defense Production Act (DPA) (50 U.S.C. App.2061 et seq.), the Title III Program Office, Air Force Research Laboratory, Manufacturing Technology Division (AFRL/MLM), intends to issue a modification to Contract No. F33615-03-C-5306, Mississippi Polymer Technologies, Inc. (MPT), 13233 Webre Road, Bay Saint Louis, MS 39520-9078. The additional (new) work will be added on a Sole Source basis per FAR 6.302-1, - Only One Responsible Source. The principal objective of this program is to develop a domestic supplier of affordable and high quality rigid-rod polymer materials for defense and commercial applications. MPT intended to expand production capacity from 100,000 lbs/yr to approximately 500,000 lbs/yr. A NOCA was published on 12 May 2004 that indicated MPT was going to expand production capacity to approximately 500,000 lbs/yr. This modification will allow MPT to continue their efforts to reduce the cost of the material and improve quality such that a self sustaining customer base can be developed. Direct questions to the Contracting point of contact identified in the announcement. See Note 22.
