Full Description

17. This is a Pre-Solicitation Synopsis; however, the purpose of this synopsis is not to request competitive proposals. Under the authority of Title III of the Defense Production Act (DPA) (50 U.S.C. App. 2061 et seq.), the Title III Program Office, Air Force Research Laboratory, Manufacturing Technology Division (AFRL/MLM) is contemplating a procurement to develop a domestic supplier of affordable and high quality melt-processible rigid-rod polyphenylene resin materials for defense and commercial applications. The government intends to release a solicitation for these requirements on a Sole Source basis per FAR 6.302-1(a)(1), - Only One Responsible Source. The government also contemplates the award of a cost type contract for this requirement to Mississippi Polymer Technologies, Inc. The period of performance for the procurement is anticipated to be 12-16 months. Interested firms must possess capabilities to meet the following criteria: a. Mechanical properties i. Tensile strength - 25 KSI ii. Modulus 1.2-1.5 x 1,000,000 PSI b. Specific strength equivalent to classic Al & Ti alloys c. Transparent d. High hardness/impact resistance greater than 9H e. Solvent resistant (hydraulic fluid, JP4, sulfuric acid) f. Low moisture absorption less than 0.5 percent g. Thermally stable (cryo to normal use temperatures) h.
