The National Library of Medicine awarded a contract in 1999 to the University of North Carolina Chapel Hill to develop an application programmer interface known as the Insight Toolkit (ITK) along with the initial implementation of a Segmentation and Registration Toolkit (SRT). The project focuses on streamlining ITK’s existing code, enhancing the consistency of its internal software architecture, expanding documentation on algorithms and methods, and creating educational examples related to ITK. The University has been providing these technical services for over two and a half years and is continuing efforts to refine various components such as the ITK spatial objects and statistics libraries, as well as the "blox" spatial modeling element. They also demonstrate ITK’s integration with visualization and user-interface software through practical, publishable examples. The National Library of Medicine plans to extend the contract for an additional twelve months on a sole source basis with the University of North Carolina Chapel Hill due to their unique expertise and prior work on the project, which makes them singularly qualified to perform these services efficiently without causing duplication or delays. The extension will continue the development and refinement efforts already underway, ensuring continuity and progress in the Visible Human Project Image Processing Tools initiative. This action is not open for competition and is authorized under federal acquisition regulations permitting sole source awards when justified.
