Aberdeen Test Center Security and Safety Support Services

The U.S. Army Aberdeen Test Center is conducting market research through a Request for Information (RFI) to identify qualified Small Business 8(a) vendors capable of providing comprehensive Security and Safety Support Services at Aberdeen Proving Ground, Maryland. This RFI, issued under solicitation number W91CRB-26-RFI, is designed to inform a future direct award under an Alpha Contracting process, where selected vendors will collaborate with the government to finalize requirements and proposal details simultaneously. The contractor will support the ATC Security and Safety Office with duties spanning the Visitor Control Center, ATEC Headquarters, Gate 13 Access Control, SURGE Range support, and Safety Directorate functions, with occasional work in the Edgewood Area. All personnel must be U.S. citizens fluent in English, hold at least a SECRET security clearance, and possess valid DoD Common Access Cards. Contract performance requires strict adherence to Army Regulation 190-13, ATC policies, OSHA standards for safety, and other referenced directives. The selected vendor must maintain a SECRET Facility Clearance, conduct monthly reporting on personnel and access metrics, submit timely safety and risk management documentation, and implement a custom Standard Operating Procedure aligned with government-supplied Internal Operating Procedures. The contract includes a one-year base period with two one-year option periods, and the government will exercise oversight through a Contracting Officer’s Representative responsible for inspecting and accepting deliverables at designated government facilities. Proposals must be submitted electronically by May 14, 2026, at 10:00 AM Eastern to designated Army email addresses, formatted in Microsoft Word or Excel only, and must address twelve specific items covering company qualifications, past performance, staffing plans, and ability to operate within a rapid acquisition timeline. All contractor personnel require annual training in cyber awareness, OPSEC, TARP, and AT Level 1, and employers must immediately report any adverse information or clearance changes. The government will not provide training beyond initial orientation to the Program Manager, who must then train the team using a Train-the-Trainer model based on government-furnished materials.
