NOTICE OF INTENT TO AWARD A SOLE SOURCE MODIFICATION
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE REQUIREMENT VIA MODIFICATION AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.101, which requires the dissemination of information for proposed contract actions. In accordance with FAR 5.201(b)(2), this pre-solicitation notice is being posted to the Governmentwide Point of Entry (GPE) in lieu of posting a formal solicitation.
The Defense Logistics Agency (DLA) Energy intends to issue a firm-fixed-price sole source modification to Ahntech Inc. The statutory authority for the use of other than full and open competition is prescribed by 10 U.S.C. § 3204(a)(1) and FAR 6.103-1, as Ahntech is the only responsible source and no other supplies or services will satisfy the agency’s requirements.
This modification will provide personnel to manage the newly added additive injection system at Yokota Air Base (AB), Japan, for a ten-month period covering the remainder of the option period (November 01, 2026, through August 31, 2027), with an additional six-month extension option (September 01, 2027, through February 28, 2028).
Background: Additive Injection
The Contractor shall additize fuel in accordance with T.O. 42B-1-1 and Appendix A of the Performance Work Statement (PWS). All treatments of fuel must be proportional injections during pipeline receipts or portable injections throughout bulk fuel tank-to-tank transfer operations. The treatment must be ratable throughout the duration of product movement to ensure the final additive product is homogenous and meets specifications.
The contractor must ensure that laboratory testing of petroleum products is commensurate with the required level of analysis executed by the governmental lab (the contractor shall conduct visual sampling only). The contractor must provide the labor, material, and vehicle resources necessary to move barrels/containers, and to operate and maintain facility in-line injector system(s) equipped with a lubricity storage tank. Prior to the commencement of portable injection operations, the event must be coordinated through the Contracting Officer's Representative (COR) for validation and mutually agreed upon by DLA Energy.
The contractor shall utilize Static Dissipater Additive (SDA), Corrosion Inhibitor/Lubricity Improver Additive (CI/LI), and Anti-icing Additive (FSII) as specified in Appendix AF of the PWS. Additionally, the Contractor shall provide operational assistance during the commissioning and operational test phases of the Additive Injector System, facilities, and newly installed equipment/components.
Objectives & Competitive Environment:
The objective of this contract action is to ensure uninterrupted support for the government customers' critical jet fuel requirements. There are no planned actions to address barriers that would create a more competitive procurement environment for these specific, localized requirements at Yokota AB, Japan.
Submission of Capability Statements:
While no formal solicitation will be published to the GPE, all responsible sources may submit a capability statement demonstrating their ability to provide the requested services, which will be considered by the agency before the intended award date.
