Solicitation # RFPQ-41-2027
The Multnomah County Health Department (MCHD) issued Request for Programmatic Qualifications RFPQ-41-2027 to establish a pool of qualified agencies, community-based organizations, and individuals to provide comprehensive communications services. The goal is to partner with vendors to promote the health and wellbeing of Multnomah County residents through various service categories, including communications strategy, digital and social media management, traditional media placement, and visual and video production. A significant emphasis is placed on culturally specific outreach, requiring the development of linguistically appropriate assets to reach priority populations. This is a two-step qualification process rather than a direct contract award. Proposers must be legal entities registered in Oregon and must score at least 70 percent to enter the vendor pool, with evaluations weighted toward programmatic questions and organizational infrastructure at 75 percent and responsible business practices, specifically culturally responsive services, at 25 percent. Once qualified, vendors remain in the pool for five years and may be awarded contracts ranging from one to five years through a separate allocation process. Proposals must be submitted via the Multco Marketplace Supplier Portal by the specified deadline, with a strong encouragement for participation from minority-owned, women-owned, and emerging small businesses.

These services are intended to support initiatives for the Florida Prepaid College Board and affiliated programs, with contracts set to commence in 2026 and potentially extending through 2029, including an initial three-year period with a possible extension of up to three additional years. The service delivery model is primarily retainer-based with project-specific activities billed separately, and pricing proposals must include annual retainer fees as well as fully burdened hourly rates. The estimated contract value ranges broadly from approximately $1.1 million for base retainer fees to nearly $20 million when including paid media placements and other variable marketing expenses. The scope requires execution of multi-channel marketing and engagement strategies that comply with applicable federal and state laws, including Section 529 of the Internal Revenue Code, Florida Statutes, and web accessibility standards (WCAG 2.0 AA and higher where feasible). Deliverables include quarterly performance reports, campaign analytics, ADA-compliant digital assets, event management, and maintenance of a centralized creative content library. The contract stipulates strict oversight and evaluation criteria, with a scoring system totaling 1,100 points based heavily on organizational experience, demonstrable work examples, and pricing competitiveness. It mandates vendor compliance with confidentiality, public records laws, and ethics statutes, and includes provisions for audit access, termination with transition planning, indemnification, and non-assignment without prior approval. Key personnel and subcontractors require Board approval, and any contract modifications are controlled through formal amendments or authorized letters of agreement. Submissions are to be made electronically by prospective vendors who must meet minimum qualifications, such as five years of relevant experience and specified financial thresholds. The overall contracting framework is a custom state agreement without standard federal acquisition clauses, emphasizing transparency, accountability, and compliance tailored to Florida’s statutory and regulatory environment.
