This solicitation, FA564126R0001, is a combined synopsis and request for proposals for the Germany Aerial Mail Terminal IV (GAMT-IV) requirement, issued under FAR Part 12 for commercial products and services. The contract scope centers on providing comprehensive mail processing, receipt, and dispatch operations at a facility in Frankfurt, Hesse, to support military and civilian personnel across the European Theater, international locations, and CONUS gateways via Army and Air Force Post Offices. The contractor must manage all aspects of the operation—including facilities, labor, equipment, and supervision—ensuring 24/7 capability, processing 95% of ordinary mail daily, 100% of mixed working pouches, and adhering strictly to standardized transportation movement request timelines. The requirement includes handling extraordinary volume surges during contingencies, with a collective ceiling of 3,750,000 Euros for all surge-related line items over the contract period. Performance is measured against detailed metrics defined in the Performance Work Statement, which includes appendices on historical workload data, USPS-provided equipment, required reporting formats, and sample movement request templates. The acquisition follows a Lowest Price Technically Acceptable (LPTA) evaluation method, with technical and past performance serving as mandatory pass-fail gates: proposals must achieve an “Acceptable” rating in all technical subfactors (Past Experience, Management Approach, Quality Control Plan) and in Past Performance to be eligible. Price is the sole differentiator among technically acceptable offerors, with award going to the lowest evaluated price. Türkiye Base Operations Support Acquisition (T-BOS)
Solicitation # FA564126R0005
The Türkiye Base Operating Support (T-BOS) acquisition, managed by the 764th Enterprise Sourcing Squadron, is a comprehensive procurement for day-to-day base operating support services across multiple locations in Türkiye, including Incirlik AB, Cigli AB, Ankara, and Istanbul. The scope encompasses critical functional areas such as civil engineering, communications support, force support, and logistics readiness. The government intends to award a single Cost-Plus-Fixed-Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract based on a best-value tradeoff, where technical factors are significantly more important than cost. A pass/fail gate for past performance is required for eligibility. As of August 19, 2026, the acquisition is entering a strategic pause of approximately 90 to 120 days. This delay follows a decision to restore the full scope of the requirement, cancelling previous plans to descope 175 positions, following the conclusion of mediation with the Türk Harb-İş labor union regarding a new Collective Labor Agreement (CLA). Consequently, the government is revising the Performance Work Statement, cost baselines, and evaluation criteria to align with the newly signed CLA. Industry partners should note that the final RFP release is delayed while the Government reconvenes an Acquisition Strategy Panel to reassess the procurement pathway.

24/7 Cybersecurity Technical SupportThe contract mandates the provision of 24/7 technical support via phone and email for MSCT software versions v5.12.9 and earlier, ensuring uninterrupted functionality of the SCRAM-K command and control systems. This support is critical for maintaining cybersecurity and operational readiness, requiring real-time responsiveness to incidents and system issues that could impact national defense infrastructure. The scope is narrowly defined to legacy software versions, indicating the need for sustained maintenance of older but still mission-critical systems, with no provisions for upgrades or modernization under this agreement. The contract is classified as a subcontract under the NAICS code 541512 for computer systems design services, and it is associated with the Department of Defense through the agency identifier FA5641 764 Ess Pk. Performance is designated to occur at Ramstein AB, highlighting its connection to a key U.S. military installation in Europe. Though the solicitation number is absent and the posting date is listed as June 23, 2026, the engagement is already active, suggesting it may be a continuation or extension of existing support arrangements. No set-aside status or specific point of contact is provided, and the agreement appears focused solely on delivery of persistent technical assistance without additional deliverables or performance incentives.
