The objective of the Dam Safety Review (DSR) is to assess and evaluate the safety of the Bullshead and Elkwater Dams and their appurtenant structures, including identification and review of dam safety deficiencies, non-conformances, and operations, maintenance and surveillance (OMS) issues, along with recommendations for remediation and risk mitigation / management. In general, the DSR shall comply with the requirements of the: • Scope of Work and timelines as outlined in the Terms of Reference (TOR); • Part 6 of Water (Ministerial) Regulation (205/1998); • Alberta Dam and Canal Safety Directive, December 2018 (ADCSD, 2018); • Alberta Agriculture and Irrigation’s Dam Safety Management Plan, October 2024 – Standards Document; and • Dam Safety best practices, including Canadian Dam Association (CDA) Guidelines and Technical Bulletins.
