The following factors shall be used to evaluate quotes: Past Performance Price Past Performance is significantly more important than price. (End of Provision) ADDENDUM TO 52.212-2 -- Evaluation -- Commercial Items (Oct 2014). BASIS FOR CONTRACT AWARD: In accordance with FAR Parts 12 and 13, the Government is conducting a (best value) between price and past performance of quotes and past performance being signicantly more important than price. The evaluation process will proceed as follows: 1. Price Evaluation. Initially, quoters shall be ranked according to price. An offeror's proposed prices will be determined by multiplying the quantity by the contractor's proposed unit price to confirm the extended amount for each contract line item (CLIN). The price evaluation will document the reasonableness and affordability of the proposed total evaluated price (TEP). 2. Past Performance. The Government will evaluate the quality and extent of quoter's performance deemed recent and relevant to the requirements of this Request for Quote (RFQ). The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the acquisition. 1) All past performance will be assessed on recency. Recent past performance is defined as past performance on contracts within the last three (3) years from the closing date of this solicitation. Past performance not considered recent will not be evaluated. 2) Quoters will be evaluated on relevancy. Using questionnaires and information submitted under Addenda to FAR 52.212-1, Quote Preparation Instruction, Part II, Past Performance, the Contracting Officer (CO) shall seek relevant performance information on all quoters based on (1) the present/past references provided by the quoter and (2) data independently obtained from other Government and commercial sources as well as past performance questionnaires. Relevant performance is determined as manufacturing of footlockers involving similar or greater scope, magnitude and complexity than the effort described in this solicitation. Somewhat Relevant performance is determined as manufacturing of luggage (suit cases, garment bags, B-4 bags). No relevant performance will not be evaluated. Past Performance Relevancy Ratings Rating Definition RELEVANT Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires. SOMEWHAT RELEVANT Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires. NOT RELEVANT Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires. 3) A quality rating will be given for each past performance reference identified by the Government. Quality ratings are based on the following definitions: E VG S M U N/A Exceptional Very Good Satisfactory Marginal Unsatisfactory Not Applicable The contractor met and exceeded many of the requirements of the contract and consistently performed at a superior level. Performance was accomplished with very few minor problems, and the contractor took immediate and effective corrective actions for those problems that did occur. The contractor met and exceeded some of the requirements of the contract and consistently performed very well. Performance was accomplished with some minor problems, and the contractor took timely and effective corrective action for those problems that did occur The contractor met the requirements of the contract and consistently performed at an acceptable level. Performance was accomplished with some problems, and the contractor took effective corrective action for those problems that did occur The contractor did not always meet some of the requirements of the contract and intervention was required to continue performance. There were instances where performance was at a less than acceptable level; performance was accomplished with some problems and some corrective actions appear only marginally effective or were not fully implemented The contractor did not meet the requirements of the contract and performance was at an unacceptable level. There were a number of serious problems that required extensive oversight and involvement, and corrective actions were either ineffective or non-existent. Unable to provide a rating. Contract did not include performance for this aspect, or information is not available. Do not know. 4) The purpose of the past performance evaluation is to assess the degree of confidence the Government has in the vendor's ability to provide services that meet the requirements outlined in this solicitation using the vendor's demonstrated record of performance. Recency, relevancy and quality ratings for the evaluated past performance citations will be integrated to determine an overall confidence assessment rating. This process will result in an overall performance confidence assessment rating of Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Unknown Confidence as defined in the DoD Source Selection Procedures, Table 5, Performance Confidence Assessments. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will be considered as highly as past performance information for the principal quoter. Quoters with no relevant past or present performance history or the vendor's performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Unknown Confidence", meaning the rating is treated neither favorably nor unfavorably (neutral). PERFORMANCE CONFIDENCE ASSESSMENTS Rating Description SUBSTANTIAL CONFIDENCE Based on the quoter's recent/relevant performance record, the Government has a high expectation that the quoter will successfully perform the required effort. SATISFACTORY CONFIDENCE Based on the quoter's recent/relevant performance record, the Government has a reasonable expectation that the vendor will successfully perform the required effort LIMITED CONFIDENCE Based on the vendor's recent/relevant performance record, the Government has a low expectation that the vendor will successfully perform the required effort. NO CONFIDENCE Based on the vendor's recent/relevant performance record, the Government has no expectation that the vendor will be able to successfully perform the required effort UNKNOWN CONFIDENCE (NEUTRAL) No recent/relevant performance record is available or the vendor's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. 5) Vendors are cautioned to submit sufficient information and in the format specified in the quote preparation instructions to permit a meaningful assessment of past performance. Quoters may be asked to clarify certain aspects of their quote or respond to adverse past performance information to which the quoter has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources with a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the CO reserves the right to award a contract without the opportunity for Quote revision. 6) If the lowest priced evaluated offer is judged to have a "Substantial Confidence" performance rating, that Quote represents the best value for the government and the evaluation process stops at this point. Award shall be made to that quoter without further consideration of any other quoters. 7) In the event that the government does not make an award pursuant to paragraph 6 above, the government reserves the right to award a contract to other than the lowest priced offer if that offeror is judged to have a performance assessment rating of "Substantial Confidence" or lower. In that event, the source Selection Authority shall make an integrated assessment best value award decision. USAFA Rapid Acquisition Commercial Solutions Opening (CSO)
Solicitation # FA7000-25-S-C001
The USAFA Rapid Acquisition Commercial Solutions Opening (CSO) FA7000-25-S-C001 is an umbrella solicitation designed to acquire innovative commercial technologies and services to support the United States Air Force Academy's mission in leadership, academics, fitness, and professionalism. Operating as a CSO with Calls, this vehicle does not request proposals upon initial issuance but instead establishes a framework for future requirements. The government issues specific Calls for proposals as amendments to the CSO, with awards typically taking the form of FAR Part 12 commercial contracts or Other Transactions (OT). Proposals are evaluated based on technical merit, importance to agency programs, and funds availability, with the government seeking the best overall value. To date, the CSO has issued six distinct Calls focusing on diverse operational needs. These include strategic admissions outreach (Call 001), military exoskeleton technology to enhance warfighter lethality (Call 002), autonomous virtual perimeter monitoring for situational awareness (Call 003), and warfighter training support services for a 47-month cadet continuum (Call 004). More recent efforts include the implementation of AI-powered automated high school and college transcript processing (Call 005) and a comprehensive brand analysis to develop a Strategic Brand Roadmap (Call 006). Due to the handling of Controlled Unclassified Information (CUI), certain requirements, particularly for AI and IT solutions, restrict participation to U.S. Persons, including U.S. citizens and lawful permanent residents.
