Air Monitoring System for the Victoria-Class Submarines

The Department of National Defence is seeking a contractor to design, customize, develop, procure, manufacture, test, qualify, and deliver two fully new Air Monitoring Systems (AMS) for integration into the Victoria-class submarines, along with associated spares, special tools and test equipment, data, training, and field service support. The deliverables include one First Article System and one Follow-On Shipset of the AMS, two sets of On-Board Spares, two sets of Depot Spares, and corresponding Special Purpose Tools and Test Equipment for both onboard and depot use. All systems must comply with the System Requirements Document and be delivered free carrier (FCA) at a location to be specified at contract award under Incoterms 2020. The contractor is required to support engineering change installation, installation, set-to-work, and harbor and sea acceptance testing, and to submit all technical data as defined in the Contract Data Requirements List and Data Item Descriptions. Packaging and marking must adhere to strict military and NATO standards including MIL-STD-2073 and MIL-STD-129 for U.S. contractors, or NATO TL8100-0100 Level C for EU deliveries, while all items must be labeled with specification numbers, manufacturer names, drawing numbers, and serial numbers per D-LM-008-002/SF-001 and STANAG 2495/AAITP-03. Palletization is mandated for shipments exceeding 0.566 m³ or 15.88 kg, using standard 1.22m x 1.02m wood pallets with four-way forklift access and a maximum height of 1.19m. Hazardous materials must be clearly labeled with their percentage by volume, and all shipments must be accompanied by packing slips containing contract number, CRN, PBN, item details, and quantities. The technical proposal must meet 100% of mandatory criteria to be considered compliant, after which it will be scored on a weighted basis with 410 points available for alignment with the System Requirements Document and 200 points for alignment with the Statement of Work, each requiring a minimum passing score of 70%. Evaluations will reward proposals that demonstrate exceptional understanding and exceed normal expectations, with scores ranging from 10 (Excellent) to 7 (Good).
