Aircraft Spare Parts - Ring Retaining

The Department of National Defence is soliciting bids for two identical retaining rings, NSN 5325-21-811-4656, part number 9523877, with a total quantity of 80 units to be delivered under FCA (Free Carrier) terms to two Canadian Forces Supply Depots: 40 units to 25 CFSD Montreal and 40 units to 7 CFSD Edmonton. Bidders may propose equivalent or substitute products but must clearly identify the part number and NCAGE code of the alternative supplier. All items must be new, certified military aviation replacement parts compliant with SACC Manual clauses including B1000T for new material condition and A0300T for aviation part certification. Each item must be individually packaged in accordance with Canadian Forces Packaging Specification D-LM-008-036/SF-000, with U.S.-based contractors adhering to MIL-STD-2073 for packaging and preservation, and MIL-STD-129 for marking and barcoding. EU-based contractors must comply with NATO standards TL8100-0101/NATO-4. Packaging must include contractual markings such as the contract number, consignee address, item description, piece count, gross weight, dimensions, and hazardous goods documentation in both English and French. Each shipment must carry a Transportation Control Number if required, and airworthiness documentation with a signed Certificate of Conformance listing part number, serial number, lot/batch, cure date, and manufacturer details is mandatory. Bids must be submitted electronically in four separate PDF sections via AchatsCanada (SAP Ariba) by 14:00 Eastern Time on 5 June 2026, with technical compliance verified as a mandatory pass/fail threshold before financial evaluation. The award will follow the Lowest Price Technically Acceptable (LPTA) approach, meaning the responsive bid with the lowest aggregate price will be selected. No contract options, modifications, or security clearances are applicable, and contractors must certify they are not on the Federal Contractors Program’s restricted list. Invoices must be submitted to two designated DND payment offices via electronic means such as direct deposit or EDI, and delivery must be completed no later than 30 November 2026.
