AIRCRAFT SUPPORT TPS

The U.S. Navy, through the Naval Air Warfare Center Air Division, intends to sole source a firm fixed-price contract to Mike Goulian Aviation LLC under Simplified Acquisition Procedures (FAR Part 12) for aircraft support services related to the Qualitative Evaluation Program. This acquisition is designated as a Total Small Business Set-Aside and is subject to FAR clauses including 52.203-19, 52.204-13, 52.212-4, and multiple other clauses implemented under Deviation 2026-00038 covering contractor integrity, cybersecurity, labor standards, and prohibition on sourcing from designated foreign entities. The contract requires the provision of a fully operational fixed-wing multi-seat aircraft and crew to demonstrate longitudinal and lateral-directional flying qualities across the aircraft’s operating envelope, including aerobatic maneuvers such as stalls, rolls, loops, and spins, at Patuxent River, Maryland, with performance expected between July 29, 2026, and December 31, 2026. The contractor must deliver 47 demonstration hours within a three-week base period, plus a one-week optional extension, and provide comprehensive support including pilot-in-command services, one-hour pre-flight briefings for each student, all necessary flight gear, maintenance, oil, special equipment, and compliance with FAA standards and specific USNTPS protocols. All personnel must be FAA-certified commercial pilots and certified flight instructors, and the aircraft must meet 100% of applicable safety, licensing, insurance, and maintenance requirements with no administrative delays. The contractor is required to allow pre-participation inspections by USNTPS staff at KNHK or 2W6 airports or the contractor’s facility, with all deficiencies documented and resolved prior to proposal submission. Bid responses must be submitted via email to Annie N. Bohmann by 5:00 p.m. on July 1, 2026, and all offerors must be actively registered in the System for Award Management (SAM), a mandatory pass/fail requirement. Payment will be processed through the Wide Area Workflow system, with documentation requirements tailored based on whether the line item is fixed-price, labor-hour, or service-based. The contract also requires adherence to Department of the Navy aviation facility usage standards, NATOPS procedures, and prohibitions on covered telecommunications equipment and services.
