SOLE SOURCE – TTE REPAIR OF INOD BLK IIIThe U.S. Navy’s Naval Surface Warfare Center Crane is soliciting sole source services for Test, Teardown, and Evaluation (TTE) of two Improved Night/Day Observation Device (INOD) Block III night vision units, identified by serial numbers 01216 and 01222, with an option for subsequent repairs. The contract is issued under FAR 12.201-1 using simplified acquisition procedures as a firm-fixed-price request for quotes, with response deadline set for 11:00 PM Eastern Time on August 7, 2026. Due to proprietary design, data, and manufacturing rights held by the original equipment manufacturer, Leonardo DRS LLC, and its division DRS Network & Imaging Systems LLC, the Government is restricted to this single source. Any attempt to use an alternative provider would require over five years of engineering effort and more than $10 million in costs for qualification, testing, logistics, and legal work, with no reasonable chance of recouping those investments through competition. All offerors must be registered in SAM.gov, and responses must be submitted electronically to the designated Navy email address by the closing date. No set-aside applies, and the North American Industry Classification System code is 811310. Amendments to the solicitation will only be posted on SAM.gov, and vendors are responsible for monitoring the site. Only those who submit quotes will receive post-deadline updates and be considered for award.
