Airport Wide Pest Management

DFW International Airport is seeking a service provider for a five-year contract to deliver comprehensive Airport Wide Pest Management services under an Integrated Pest Management (IPM) framework, with no option for renewal. The contract, identified by solicitation number PA2146, requires the contractor to furnish all labor, equipment, materials, chemicals, transportation, and technical services necessary to perform IPM across all designated facilities listed in Exhibit 1, including routine inspections, termite examinations, insect and rodent control, and structural recommendations, with a strong emphasis on non-pesticide methods. Performance must adhere to industry standards and be delivered in a professional, workmanlike manner, and the contractor is fully responsible for quality, accuracy, and timely execution, even after acceptance or payment. The contract includes detailed service requirements outlined in Article 15 and Attachment 15, along with mandatory documentation such as IPM plans, monthly and annual reports, pesticide labels and MSDS, and copies of State-issued pesticide applicator licenses for all personnel. The pricing structure is firm for the full term with no escalation allowed, and the total contract value is determined by summing annual costs across five years, with fixed annual allotments for charge reimbursable supplies: $25,000 for the contractor, $10,000 for subcontractors, and an additional $25,000 annually for new or unknown C/R facilities. The contractor must implement and maintain a proactive Quality Control Program with a corrective action process and comply with all reporting obligations, including submitting a monthly Staffing Matrix certified by a company principal and providing third-party invoices when billing for external services. Payment terms are Net 30, with invoices submitted to the Procurement and Materials Management Department via mail or email and required to include the contract number to avoid delays. The contractor must pay subcontractors within seven calendar days of receiving payment from the Airport. Compliance with stringent insurance requirements is mandatory, including General Liability coverage of at least $1 million per occurrence and a severability of interests clause in all liability policies, and Pollution or Professional Liability policies must have retroactive dates that align with the contract date. The contractor must also comply with federal civil rights laws, ADA, Section 504, and OSHA regulations, and personnel may require airport security clearance to access restricted areas. Although the overall SBE goal is set at 0%, the solicitation enforces a pass/fail gate requiring bidders to demonstrate either full compliance with the SBE Contract Specific Goal or
