The Department of Veterans Affairs intends to award a sole-source contract to the University of Kentucky to provide a research assistant for a Rehabilitative Research and Development (RR&D) study focused on low back pain and its association with opioid use among veterans. The contract covers two 6-month terms starting from April 1, 2021, through March 30, 2022, and will support technical assistance for this new study funded by the VA’s Office of Research and Development. The study aims to evaluate spinal load contributions and investigate spinal loads in veterans with non-specific low back pain to potentially improve clinical management and reduce opioid reliance. Due to the specialized research requirements, the Lexington VA Medical Center lacks personnel who meet the qualifications, leading to this sole-source award to the University’s Department of Biomedical Engineering. The assistant’s responsibilities include participant screening, consenting, data collection and analysis, preparation of research abstracts and manuscripts, and training new study personnel. Strict adherence to approved research protocols, HIPAA/privacy regulations, and institutional review board standards is mandatory, given the sensitive nature of the data involved. While this notice is not a solicitation for competitive quotes, other capable sources may submit capability statements by February 22, 2021; however, the government reserves the right to proceed without competition. Interested parties must be registered in SAM and submit documentation demonstrating relevant experience and training to the contracting specialist, Michael Brown.
