The government intends to award a contract for commercial cloud computing services to a single source under FAR authority 13.106-1(b)(1) without a competitive solicitation. This contract focuses on acquiring web-based services for receiving, storing, and distributing digital still photography and video footage. Amazon Web Services is identified as the sole known and capable supplier, given its unique ability to provide an integrated solution that includes server operation for data routing and distribution, as well as large-scale geographically dispersed storage. This consolidated approach offers greater efficiency, cost-effectiveness, reliability, and security against malicious attacks compared to other providers. The notice invites interested parties to express their interest and capability in responding within ten days of the publication date, but it clarifies that the government retains full discretion in determining whether to proceed with a competitive procurement. Responses must be submitted by 9:00 AM EST on August 9, 2010, directed to Jillian Swanson via email with reference to solicitation number N6676010RC30007. Full Description

The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within ten days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Amazon Web Services is considered the supplier who can supply web-based "cloud computing services" for the receipt, storage, and distribution of digital still photograpju and video footage. Amazon is the only known source that operates both servers for receiving, routing, and distribution, and large-scale storage for file storage in geographically dispersed locations. This collocation of resources and single point of management is both more efficient and less expensive to acquire. Further, the combination of the required technical capabilities in a single, integrated functional package is more reliable and less vulnerable to malicious attack. The applicable North American Industry Classification Systems (NAICS) Code is 518210. All responses may be emailed to Jillian Swanson at contact@example.gov and reference number N6676010RC30007 no later than 9:00am EST on 9 August 2010.
