Notice of Contract Award

The contractor is required to provide 24 hours a day, seven days a week, 365 days a year emergency medical services including paramedic and emergency medical technician (EMT) staffing and fully equipped ambulance response for all personnel on Kirtland Air Force Base and the 377th Medical Group Campus in Albuquerque, New Mexico. The contractor must be physically located on base to ensure immediate response and patient transport, primarily to the New Mexico Veterans Affairs Health Care System Emergency Department, and must also support air shows and special events with up to 100 hours of stand-by coverage per period. All personnel must hold valid New Mexico State licenses as paramedics or EMTs, complete mandatory training in RCRA, OSHA, OPSEC, and HIPAA, and meet health and vaccination requirements including Hepatitis B. The contractor is responsible for maintaining a Quality Control Plan and adhering to strict performance standards including emergency response times of 12 minutes or less for 90 percent of calls, timely submission of monthly reports including work rosters, response times, and run sheets, and immediate reporting of any breaches of protected health information within 24 hours using DD Form 2959. Personnel must obtain base access credentials, comply with security protocols per DAFI 31-101 and DoDMAN5200.02, and return all credentials upon termination. The contract requires a Mission Essential Plan as a mandatory condition for eligibility, and the contractor must designate a 24/7 available Contract Manager who is fluent in English. All ambulances must be equipped and stocked with necessary supplies, carry current base maps, and comply with environmental and safety regulations including the prohibition of Class I Ozone Depleting Substances. The contractor must maintain liability insurance as defined in FAR 52.237-7, possibly through self-insurance, and execute a HIPAA Business Associate Agreement.
