The Massachusetts Department of Elementary and Secondary Education (DESE) is seeking a vendor to provide temporary, as-needed investigative support to the Problem Resolution System Office (PRS). The selected vendor will supplement internal staffing by investigating state complaints from intake through resolution, which includes gathering and reviewing information to determine if schools or districts violated federal or state special education laws. Key deliverables include drafting factually accurate written decisions with correct legal analyses and issuing final determinations or providing finalized versions for DESE issuance. All work must comply with federal and state regulations, including 34 C.F.R. § 300.151-153, and adhere to the PRS Special Education Procedures Guide. The contract is a fee-for-service arrangement with a maximum obligation of 250,000 dollars for FY2027, with an additional 250,000 dollars available for FY28 upon renewal, bringing the total potential contract value to 500,000 dollars. Award decisions are based on best value criteria, with a strong preference for registered Small Business Purchasing Program (SBPP) participants. Bidders must provide detailed budgets, descriptions of services, and resumes for personnel demonstrating expertise in IDEA and Section 504 requirements. All submissions must be uploaded to the COMMBUYS portal by September 24, 2026. The Corporation for National and Community Service awarded a sole source Blanket Purchase Agreement to Truescreen Inc. under solicitation 95332A24A00001. The contractor is responsible for providing FBI channeling and non-channeling activities for AmeriCorps grant recipients, which includes facilitating fingerprint-based checks, obtaining state Criminal History Record Information, and accessing nationwide sex offender registry records. Additionally, Truescreen Inc. provides adjudication recommendations to support the screening process. This award was justified based on Truescreen's ability to provide a comprehensive network of 1,900 fingerprinting sites through its sister company, Fieldprint, and its capacity to integrate necessary system changes at no direct cost to the agency. By maintaining this partnership, AmeriCorps ensures continuity of services and avoids potential delays for thousands of individuals entering service. The arrangement also leverages existing training materials and guidance, reducing the administrative burden and costs associated with retraining grant recipients.

The contract action was awarded as a sole source action for Truescreen Inc. This single-award Blanket Purchase Agreement (BPA) is for the Contractor to provide FBI Channeling and Non-Channeling activities for AmeriCorps grant recipients, including facilitating FBI fingerprint-based checks, obtaining state Criminal History Record Information (CHRI) and nationwide sex offender registry records (NSOPW), and providing adjudication recommendations. Only a small number of companies can provide the FBI channeling services. A current list is available at: https://www.fbi.gov/services/cjis/compact-council/list-of-approved-channelers. Market Research demonstrated: - Only four or five of the 24 approved FBI channelers may also be able to provide the NSOPW and state checks. - Meets need for network of fingerprinting sites, with access to 1,900 locations through its sister company, Fieldprint, which meets AmeriCorps current service level. - Can implement system changes at no additional, direct cost, as grant recipients pay the cost of all services when they order checks. - Continuity of services: This will produce a seamless transition for both the Agency and its grant recipients and ensure there is no lapse in services for grant recipients. A lapse in service would jeopardize the ability of hundreds of grant recipient to complete checks on time, which corresponds to thousands of individuals experiencing a possible delay in starting their work or service on an AmeriCorps project. - Reduced cost to create new guidance materials and retrain grant recipients, including minimal disruption to grant recipients: AmeriCorps and Truescreen have created numerous written materials and recordings to instruct grant recipients how to use the system. A sample of this guidance is viewable to the public at https://americorps.gov/grantees-sponsors/history-check. Other materials, including training records and user guides, are stored on the Agency's private e-learning platform.
